I cannot find what I have set that is causing the D600 to refuse to offer 3 frames in BKT. I have E6 set to AE+flash, e7 low-normal-high. When I press and hold the BKT button, the Main Command Wheel can only select zero or 2 frames plus or minus. Sub Command does set the increment OK. Single shot mode or CL. ???

That's not correct. It is the number of frames.
When the BKT button is pushed, turning the main command dial will display 0F (bracketing off), -2F (2 frames at normal and under exposure), +2F (2 frames at normal and over exposure), or, 3F (3 frames at normal, under, and over--in the order selected in e7.
See page 153 of the manual.
to the OP: when you push and hold the BKT button, turning the main command dial to the right should select 3F, which will give you the three frames of bracketing you want. Turning the main command dial to the left from there should select--in turn--0F, -2F, and +2F, as described above.
