EXIF Data vs. Camera Shutter Count

Can someone please explain to me why I'm seeing two completely different counts?

When I review the camera count it’s higher than the EXIF data.
For example, when I review the file information in PS the image number is 3660 (lower), but the camera file counter is 3733 (higher)... a difference of 73. Is there a way to get the two back on the same page?

Maybe I’m missing something this morning… still having my first cup of coffee
