Photo exposure question

I am still learning and have the D800 and just trying to get better at taking night shots. Of the two pictures below the first is right out of the camera and the second was processed by lightroom with an increase of exposure to about +3.90. Taken at 20 seconds with ISO 1600 at f/2.8 16mm. Would increasing the ISO help get closer to the second picture out of the camera with less processing?

I know I am missing something so any input would be helpful. Even post processed I like the picture a lot. There may be some issue with vibration due to 30 mph winds but it was fun.
