Shutter speed when using flash in "P" mode

When I put the camera in "P" mode I was expecting the shutter speed to go to 1/60 of a second when the flash is up. Everything I read in the manual and online says it should. But my D7000 still gives me the same speed it did with out the flash. Is there something in the settings I'm missing?
