Commander Mode Nikon D7000 Issues With On Camera Flash

I looked in the speedlight section and did not find any info on the problem I'm having.

I have a D7000 with a SB900 and SB600 flashes.

I want to use the SB900 as my MASTER and the SB600 as the remote.

In the manual, flash video and other places it indicates that commander mode should control both the SB900 MASTER and SB600.

I am setting the SB900 to Master.

I am setting the Channel to 1, Group to A for both 900 and 600. Check

In commander mode, I place the ( ---) dashes in the mode next to the built in flash for MODE according to the instructions. This should stop the on camera flash from firing? According to all my sources. In Group A, I set it to TTL.

Can any help me understand why my on camera flash fires at the same time as the SB900?
