Exposure meter "stuck" on "-"....Argh!

I've been focusing my learning on flash this week. So far it's slow going. Whenever I use flash, either built in or with the sb400, the exposure meter is "stuck" way over to the right towards the minus end. I've read all 5 page references to the exposure meter, I've made sure exposure compensation is centered (no compensation). Seems to be the same in Auto, P, and M. In auto, the exposure seems absolutely fine.

I'm stuck.
