I'm sure it's there in S mode, as is the owner's manual.

That's a feature, not a bug.
If you look at the owner's manual, page 70, where modes are discussed, you'll see that in A mode there is no mention of the exposure meter.
Which makes sense: if you're shooting in A mode, you've picked a specific aperture already, regardless of metering, and you're letting the camera determine shutter speed. Why do you need the exposure meter which is controlled by changing the aperture?
If you want to change the aperture to control your exposure, you won't be shooting in A mode. You'll be in S or M.
