The best noise reduction strategy?

In lowlight situations with the D7000, is it better from an IQ/noise standpoint to shoot with a long shutter speed (assuming a stationary subject) at a lower ISO or faster shutter speed but higher ISO? Assume the camera is on a tripod. I find myself facing this situation in poor light or very late afternoon/early AM. I'm wondering which strategy would have the least impact on noise & IQ. Any thoughts/experience with this?
