I am an amatuer and never use a Nikon before. I am going to buy a d700. Should I get the camera with lense 24-120mm ed if af s vr, or just get a body and Nikkor 18-135mm ed if af s. all suggestions will be appreciated.

You really need to think about getting the best lenses you can to match the capabilites of the D700. The new 14-24 mm f2.8 and the 24-70mm f2.8 have been getting reviews as amazing lenses. I personally don't have any but I will be getting the second one within a couple of months. At the moment I have the 105mm Macro and the 70-200 mm f2.8 VR which in itself is an amazing lens.
Note that all the above don't come cheap. I am investing in "all Nikon gear" and that way you can't go wrong.
I suggest you do some homework on the net and read as many reviews as yo can about the Nikon (and other) lenses.
I would echo Amer's suggestion of making sure you think about budgeting for lenses that will do justice to the D700 before taking the plunge. If you're shooting is going to be limited by the lenses, you may be better off looking at a cheaper camera and allocating a greater proportion of your cash to the glass.
If you give us more of an idea about what you'll be using the camera for, we can make more practical suggestions.
One point of detail - the 18-135mm lens that you mention is a "DX" lens in Nikon's parlance, which is designed for the cropped sensor cameras like the D300, D90, D60... It will work on the D700, but will reduce it to a 5.1MP camera The 24-120mm is a "full-frame" lens, so of thse two it would be a much better choice.
The 24-70/2.8 glass is great on the D700. I have it on my Camera most of the time. The 50/1.8 or older 50/1.4 are great also. You might as well take the plunge and invest in great glass if you can aford the D700. The lenses are expensive to buy into but you'll have them longer than your digital camera bodies.
Let me suggest another lens that, although discontinued, does justice to the D700.
The AF-S 24-85 f3.5-4.5.
It has a nice wide end at 24mm (granted, with distortion), and a long end of 85mm, with a maximum aperture of f4.5. That's one full stop brighther than the AF-S 24-120 (which I also have). In case your budget doesn't allow for the 24-70 f2.8, consider the 24-85.
One last bit of advice: if you read up on the 24-120 you'll find lots of people claiming it is a substandard lens. I think that while there may be a few bad copies of this lens, it's not a bad lens. In fact, I don't believe there are bad lenses at all. There are lenses that don't fare too well compared to others, and that's the case of the 24-120. However, I have one, and I like it a lot, even though it's' a bit slow for my taste. However, it's a very competent walk-around zoom, and you should consider it as a viable option.
