Night shooting question

I've had my D700 for a couple of years and love it. Up until now I've only really shot indoors and outside during daylight hours. I've seen incredible pics taken at night handheld with the D700. Excuse the basic camera function question, but how how I get to the extreme ISO's to try and play with nighttime photography? After 6400 ISO are the Hi values, but I know effective ISO can be as high as 25,000 or something? I assume I need to be in M or A or S mode to do this?
