Why are my outdoor portraits "washed out"?

All my outdoor portaits look washed out, just like on the below image:

For some reason, images look like they are overexposed and colors are dull. I'm using a D700 body with AF-S Nikkor 24-70 2.8G lens. I'm using the factory settings.

Also, my indoor portaits look fine, even when using the built in flash.
What could be the reason for my outdoor problem? What am I missing?
