I recently bought the D700 and when trying to open the RAW files with the CS3, it would'nt open. I tried to change the settings of the plug-ins on my computer, to different versions of Camera Raw's, but nothing works.
desperetly looking for an advice.

You should update your CS3 from Adobe. Open Photoshop and then go to Help>Updates, once clicked, follow instructions. You need a connection to the web.
Adobe has to update the Adobe RAW Converter (ACR) every time a new camera comes out. You apparently have not updated your PS CS3 for the D700.

ACR (Adobe Camera Raw) plugin version 4.6 was the first version to support the D700. This is compatable with CS3, so as Juan suggests, update this and all should be OK.

As noted, you can update the ACR plug-in.
You could also open the NEF with Nikon View NX 2 or Nikon Capture NX 2, both of which will process not only the WB but all of the in camera settings, and then you can use the "File => Open with ..." to transfer the processed image to another program, in your case CS3, or you can save the processed image as a Tiff, either 16 or 8 bit, or as a Jpeg image.
You can even use Adobe's DNG converter to make DNG files from your NEF files and then open the DNG files with CS3 or other Adobe photo editor.
Note CS3, ACR, DNG Converter will only process the WB camera setting and ignore all other in camera settings for NEF files.
