I had this problem (off & on) with my D200, and when I got my D700 a few months ago, I thought the problem would go away. I realize that I can format my cards by going into the menu; however, I would prefer to use this method---IF IT WOULD ONLY WORK! Since I got my D700, this function worked once, and hasn't since.
What I can't figure out is whether the problem is with the Camera, the CF card(s), or with the User (Me). I called Nikon and the rep told me (a little rudely) that I was "doing it wrong". How does one hold down two buttons, simultaneously, wrong??? The word "For" is supposed to appear after about 2 seconds and then blink; at that point I'm supposed to press the two buttons (trash & mode) again to activate the formatting.
Has anyone else had the same problem? If so, have you figured out where the problem lies, or a solution (other than going to the menu to format)?
All I can say is that the procedure you describe is correct, and works every time on my D700. When you press the Mode and Trash buttons together for the second time, the remaining frame count display changes briefly to "For", then back to the count. Are you seeing that happen?
To answer your question--no, the word "For" does not display. I ended up taking the camera to an authorized Nikon repair shop, since there is another problem with it (the exposure compensation button is also not functioning correctly. The technician agreed with me on both counts that something weird is happening. I'm still waiting for a diagnosis.
The good news: I tried formatting 4 CF cards, yesterday, using this method with my D200 and it worked every time......Go figure!

That means one of two things - there is something wrong with one or both buttons, or on the second press you're not pressing the buttons at the same time, not pressing them fully, or not pressing them for the right duration.

I've been using the 2 button format on my D70, D80, D300 and D700 form day one and never had a problem. The D300 and D700 get formatted almost every day and i have never found yesterdays shooting on any card and I use Lightroom so it would tell me even if I had not noticed the the counter. The only thing that has come up is when my wife fist tried was thatr she did not release both buttons after the "For" appeared before re-pressing them
I ran into something that made me think of this thread. Yesterday before a shoot, I checked a card to see if it was empty. I viewed an image and realized it was already processed (I had forgotten to format after downloading before). I tried to do the two-button format and it wouldn't work. This is the first time I ever had this problem. Then I thought, "maybe it doesn't work during image review". I half pressed the shutter to dismiss the image review and tried again and it worked. I didn't think to try it, but it may also not work if you are in the menus. It may also be that the D200 doesn't have this restriction, so the sequence you are trying on your D200 works while it fails on your D700. Try the two-button format again making sure that the rear LCD is not active at the time.
