When I select 'borderless' the print still has a 3mm border. Why?

What are you using to print? where did you select borderless?
If I may guess, you selected borderless in the printer setup? This lets the printer print either right up to the paper edge, or a bit less depending on the printer -- it means the printer itself will not enforce minimum borders other than what the printer mechanism requires (e.g. some printers need to hang onto the edge of the paper).
What you get as actual "white" borders will depend on what S/W you are using to print and what print size you setup.
