I like the concept of the figures silhouetted against the water and sky. Exposure is good because the silhouettes are nice and black with no distracting detail. The problem is that you missed focus. I don't know about the original, but the crop sets the silhouettes as the subject so the silhouettes ought to be crispy sharp, not fuzzy.
I agree with the comment about being out of focus. Additionally, and it may be my uncalibrated monitor, I would like to see just a hair more brightness in the foreground just to anchor the subjects. Finally, I note that you use PSE 4, which has a tool for straightening images--it looks like your horizon is not level.
