There are several makers of 'hot lights' that are small packages including Smith-Victor (out of Indiana) but they will need access to line voltages in the 20-30 amp range. That kind of power is hard to get outside and must be carefully used to prevent 'lighting up' yourself.
Most systems I have looked at (I cannot afford any now) that are 'portable or onsite') use battery packs that will get fairly heavy to be capable of the power to drive a flash to the levels used in photography.
I know this may not help but youi can also take a gander at the Calumet site (http://www.calumetphoto.com/) and the Helix site (http://www.helixcamera.com/home.html) for info and availablity. These are based in Chicago but Calumet is international as well.
Considering your area be careful of exposure to saltwater and air as it can be hard on electrical stuff. Also look at expanding your size limitations by mounting the power and controll units onto a 2wheeled cart(hand dolly) to facilitate moving them around. the cart can be used as a center for hanging equipment, cables and housings for transport and organization.
I was cruising the Calumet site and they have a control/power unit (http://www.calumetphoto.com/default.taf?pageload=/calumet/showpro.taf~theme=~promokey=15~type=F2~VenPub=~protabmode=featureprods~bgcolor=&_UserReference=34EC6924A1E366163CB260F5)(not cheap but heavily loaded with features) that can be powered from an auto battery so there are several options out there. Okay a car battery ain't lite but if your close to the vehicle its an option.
