Your question is not silly at all.
The Velbon tripods are manufactured since 1954 by Velbon Tripod Company, I believe a subsidiary of Hakuba of Japan.
The model you mention is not one I recall. I remember at one time I was interested either in the Carmagne (carbon fiber) or the Mark Series but finally decided on the Manfrotto (Bogen in the USA).
You might want visit the not so well maintained site at Velbon

Hi, I have the very model since sometime around 1983-1984. It is very sturdy and looks excellent till this very day. It can actually be used at ground level (around 8 inches) with the legs fully extended and upper release levers unlocked.
I believe it was meant for the serious amateur who can use a versatile and reasonably priced tripod. It was made in Japan using high quality aluminum. The head PH-150 has a cork type lining and has never scratched any of my cameras.
