Tripod and head question...

Evening all....

I hope that this is not a stupid question, but here goes...

On my Bogen 3021, there is a bubble level. On my Bogen 3047 pan head, there are two bubble levels as well...

Now, if the tripod level is showing that it is NOT level, yet the head levels show that the camera is level (and the images looks to be level) is that okay???

I shot some pretty nice sunsets tonight, and I was on a slight incline. The sunset was fading fast and I could not get the tripod to level out. So, I leveled the head and camera just by the head levels...it looked okay through the viewfinder....
