I just received a Beike Gimbal Head in the mail. It is a knock off of a Wimberley 200. The knob that should apply tension to the rotation of the vertical arm does not move on this copy? Does anyone else have this problem or does it not move by design?

No, that should not be the design. Both knobs should be able to apply fine adjustment to the tension from free swing/pan to very rigid lockup.
It may just be tightened down to much. Put some elbow grease to it, if it still doesn't move, return it and get your money back.
