Co-worker of mine asked me today what tripod and head to buy for a vacation. I think he will keep D3100 with 18-200 for quite a while. $200 top. Any thing comes in mind in this price range? he's OK with Tilt and Pan head.

I'm using a Slik Pro 700DX tripod. I've had it nearly three years and it does everything I need. It's stable and easy to use, and within your co-worker's price range. The only thing I'd caution is that for vacation, it is not a lightweight tripod, which may matter depending on the details of the vacation.
I'm also using a Cullmann Magnesit 30 ballhead, which I'd also recommend, except that Cullmann's ballhead line has changed and it appears they are no longer making this model. But I suspect one could find a satisfactory head to go with the Slik I have for under $200 combined, especially if a pan and tilt is OK.
I know from following this forum for years most people would recommend a more expensive setup, and I'm sure you could spend more money and get something better than what I have. But I do think that for an occasional user in situations that aren't too demanding, you can be completely satisfied with less expensive support. I am. I mostly use my setup for long exposures at night, and macro.
I've seen a few other positive comments here on the Slik Pro 700DX, and no negative comments made by anyone who's actually used one, so unless the weight is an issue, I can recommend it. I don't have a specific head to recommend, but I think your co-worker could find one, especially a pan and tilt but maybe a ball head, and stay within $200 total.

He needs "one-time" vacation/travel tripod. those manfrottos you suggested are "overkill" for his purpose and wan't fit in the luggage. I own 3221 set myself and it is not a vacation set - too heavy and requires to be transferred in a separate bag. I'll stop by B&H and take a look on what the have and maybe then ask abaout details here.
