Question for die hard polarizer users

I've always believed that in addition to making blue skies pop, polarizers were useful for cutting the glare on leaves in close-up photography after a rain.Lately, I've been reading that polarizers are useless on overcast days. While I know they won't make grey skies blue, wouldn't polarizers still be useful for macro and close-up photography on cloudy ,overcast days? I would think the glare would still be there, even if it is overcast. Do polarizers not work if there is not strong sunlight to polarize ?
