NIKON TC - 14E ll Teleconverter with Nikon 70-200mm Valley mounted on Nikon d7000
I bought a Nikon TC - 14E ll Teleconverter and mounted it on my Nikon 70-200mm VR ll lens and on my Nikon d7000. The auto focus won't work and I get a delta f0. Other times the auto focus works fine. Can anybody help me?

That sounds like intermittent/bad electrical contact. First carefully and gently clean the contacts on the lens, both sets of contacts on the TC, and the contacts in the camera. Then remount the lens/TC on the camera and test it out. If you still have periods where the autofocus won't work, try gently twisting the lens and/or the TC to see if going one direction or the other makes things any better (or worse). If it turns out that twisting the lens or TC helps, then it would seem that there is a slight misalignment of at least one set of contacts. Unfortunately, I have no idea what can be done about this situation other than having the item serviced. Maybe somebody else can suggest something...

Sorry to hear of your problem.
First make sure that both the lens and the TC are fully seated and locked in the mount. If it is, try rotating the lens in the TC and the TC in the body. Does the f0 message disappear?
Check the electrical contacts on both the lens and the TC and cmake sure they are all projecting out the same distance. They are spring loaded and can get jammed in. If the problem persists, clean the electrical contacts as Richard recommended above.
