HELP----Variable ND DIY issues

After lots of reading decided to couple my already owned B&W CPL filter with a Tiffen linear polarizing filter to create a variable ND filter. Others I have seen have been able to achieve virtually total black. I am not getting anywhere close, perhaps 5 stops of ND.

I have the order as follows....lens, circular polarizer first then the linear stacked on it.

Seems so straight forward.

Anyone have any thoughts please?
