No, but you might prefer the optical performance with the TC-17E. Many photographers, including me, find that teleconverter is sharper than the TC-20E. It's also a half-stop brighter.

A 2x will loose you 2 speeds of exposure. The viewfinder will be darker and AF will be slower. Also you will not be able to crop the image as much as without a converter before print quality goes off.
Even so an appropriate converter is a lot less expensive than a 400mm f2.8 lens.
An alternative is the Kenko Pro 300 2x which is optically nearly as good and cheaper, though it optically vignettes more (gradual corner darkening) near full aperture than the Nikon TC 20e.
Photography is a bit like archery. A technically better camera, lens or arrow may not hit the target as often as it could if the photographer or archer does not practice enough.
