Blinking in SB28 - is it normal?

I turned sb28 on and set the iso, apert, etc, but the distance indication keeps on blinking. I am assuming it doesn't affect the actual flash.

I kept on hitting "set" and it is still blinking. The only way to stop the blinking is by turning it on then setting the flash to vertical mode then set back to horizontal mode.

Is this normal? Any other normal way to stop the blinking? It looks annoying.
