Hey I’ve made a custom remote trigger to fire two D70s to enable stereo photography. The problem I have is that I have to half press down the trigger on one camera to make the shutter speed and aperture appear, if I don’t do this the camera won’t fire. I am wondering how I make the shutter speed/aperture appear on the display permanently, as it does on the other camera.

This sounds more like an auto-focus problem. If your "misbehaving" camera is set to AF-single, by default the camera will not fire until the subject is in focus, normally done by a half-press. AF-continuous defaults to release priority but that allows for out-of-focus shots. You will need to make sure that both cameras are focusing on the same object.

If you use the manual mode and manual focus, you can set both cameras to the same setting and have the focus you want and your shutter will not be locked by either exposure of focus problems. You cameras have builtin exposure meters as well as a histogram to analyze the exposure.
I think what you need is to adjust the auto meter off delay timer. On my D80 it is #28 in the custom setting (red) menu. It controls the amount of time that the exposure meter (which is active indicated by the display of aperture + shutter speed on the LCD) is on for before turning off to save battery.
On my D80 it can be set up to a maximum of 30 minutes. I'm guessing that on your D70s one has a long delay and the other is only a few seconds.
