D100 95% frame coverage, why?

In a film SLR you can rationalize a partial viewfinder area because of frame loss during enlargement or by slide mount cropping. I see no reason for Nikon not to proved 100% (or even more considering the area cropped from the standard 24x36 image frame by the smaller CCD). Is Phil's spec correct on this?
