1/250 shutter speed with flash only in S mode?

I have set flash sync e1 to 250 and min shutter speed e2 to 1/60.
Why do i never get the max sync speed of 1/250 and only 1/60?
It works in S mode if i dial it up but i wish it would work in A mode because thats what i use most of the time.

I know it goes to 1/250 if i focus on a very very bright light or the sun but i have to focus right into it. Why isent it more sensitive?

Ar both things normal?

Sorry if this was asked bevor. I found only non D200 and old flash topics.


Edit: Btw tomorow i get a SB-800 and they take the SB-600 back. This as nothing to do about my questions but anyway
