Raw at 14 bits is the only setting that should drop the CH frame rate significantly. The actual rate is specified as 2.5 fps.
Maybe the camera has a problem that causes it to read the position as CL instead of CH. You could check this by pushing the "Info" button on the camera back and looking at the shooting speed at the bottom left of the LCD display. In CH the rate will show as either 2.5 or 6 fps depending on whether you ate in RAW 14 or not. In CL you will see the value set it CSM d4 which could be 1,2,..,7. If you do not see 2.5 or 6 the camera is in CL mode.
Edit4ed to add: Make sure that CSM a1 is set to "Release". The other selections could cause a delay waiting for the camera to achieve focus.
