Hello, I've been itching to try Infrared photography and have been reading the Infrared/UV forum.I'm trying to find the Bulb setting on my camera and have tried both dials with no luck. I could be missing something in the manual. Thanks

It should show up in Manual mode. Aperture and Shutter priority require a known shutter speed or aperture and calculate the other variable.

Eric is right, you camera will need to be in "M" or Manual mode.
Keep turning the command dial and you will see the shutter speeds getting longer. It's right after the 30 second interval... it will say "bulb"
