That might be because that is the only combination that includes image quality as an option. IMHO your poll has us voting for the lesser of the four evils. Once again, and this my opinion based upon my typical needs, AF Area, Lock, and WB are a waste of "prime real estate" when you can only build three skyscrapers.
I vote for Image Quality, Braketing and ISO. The others can go into "My Menu" or a menu bank, and WB can be fixed in post since I think that most D2 and D3 series owners shoot RAW and those who shoot Jpeg only probably use Auto WB. As for flash, I personally use it for less than 1/10 of 1% of my photographs, but I understand that event photographers may have a different take on that one.
When I posted this poll, I went with only button combinations that Nikon has actually used on poast and current DSLRs. Ireally wanted to add another option to this poll for new combinations of buttons.
Unfortunately, I was locked out of poll editing immediately after posting for some reason. I wanted to add another option titled "New 3-button combo - specificy below". But I couldn't. On Spet 30th, I posted a question for the admins about the poll editing being locked out, and have not yet received an answer as to why. In the past, I've been able to edit polls immediately after posting them.
Feel free to think up a new 3-button combo.
Personally, I like having all the image paramters (QUAL, WB, and ISO) at my fingertips, but I realize others may prefer different buttons.
I like the flash & lock, but I rarely use bracketing (maybe I ought to use it a little more to see if I need it). On the pro bodies, I really like having the ISO QUAL WB on the bottom of the frame in the back.
What I do miss going from the D2x to a D3 is seeing the Qual settings in the view finder.

Looking at alleged pictures of the forthcoming D800, it appears Nikon may be going back to having 4 buttons instead of three. Again, even if the pictures are real, it's hard to tell what the buttons say, but they might be:
-ISO -WB -QUAL -BKT
Possibly in this arrangement (with the back of the camera facing the photographer, judging by the supposed leaked photos):
Wow...no one replied "flash, metering, and bracketing". Yet that is exactly what the just-announced D4 has for top-left side buttons. Personally, I agree with having a metering button instead of the switch on the prism (which in some cases would break over time).
