Nikon 28-300 vs 70-300 at 70mm and above.

I currently shoot on a Nikon D800 with the Nikon 16-35 f/4 and 24-120 f/4 as my main lenses, shooting generally outdoors landscapes, street photography and general photography. I also own a Nikon 28-300 which gives me coverage beyond 120 and a general lens if I want to take only one lens for the outing.

Would a Nikon 70-300 give me better quality than the 28-300 out at a distance? Or would a 70-200 f/4 with a Nikon 1.4 tc be even better?

I understand the focus breathing problem of the 28-300 when focusing relatively close at longer focal lengths and how the 70-300 would help with that. But out at infinity or nearly infinity would the 70-300 give better image quality than the 28-300?

I rarely print above 16x20 inches; albeit, I do crop my images to get the composition I want.
