When to use VR II

I have just bought a D7000 and the 18-200 VR II lens, But my question is "When do you guys use VR II?" I have read that it is not fast enough to be used above 1/250 but I am not sure if that is accurate. Since a lot of my shots are outside, I may see that frequently. Is it primarly for low light, long exposures? Is there any disadvantage to just always leaving it on except when on a tripod?

Thanks for you experience here. The manual does not mention the practical stuff.
