CNX2 Printing to Epson R3000 Not Giving Equal Width Borders

I am having an issue with unequal border widths on my 13x19 inch prints.

I use CNX2 (Windows 7) for post processing and sending print jobs to
an Epson Stylus Photo R3000.

At the end of my CNX2 adjustments I Crop to 12.75 x 18.75 inches. (I am
expecting a 1/8 inch border around the 13x19 print.) I then add a
"size/resolution" step to change the resolution to 360 dpi and the height /
width to 12.75 inches and 18.75 inches. (There is a sharpening step at the
very end.).

I press the CNX2 printer icon: Page Setup: 13x19 in. borderless. I also
select 'use output resolution' and 'rotate to fit'. If I choose "print to
file" the resulting image has the expected, equal width borders.

I select print and the Windows 7 print dialog appears. Pressing 'Preferences'
displays the Epson printing preferences window. The paper settings source and
size are correct. Next to the borderless check box (which is checked) I
click on 'Expansion' and select 'Retain Size' for 'Method of Enlargement'.
I also select 'Print Prieview'. The 'Page Layout' tab shows the proper paper

I press 'OK' and then 'Print' when back in the Windows 7 print dialog.

The Epson Print Preview window clearly shows the un-equal borders as does the
print coming out of the printer.

Any ideas on how to get equal borders?
