"RE: Is it dust or oil?"

Whether it is dust, debris or oil it is the result of a defect given that you are 300 clicks in and have not used the camera in a way that would explain what you are seeing. My D700 has 60000 clicks on it, has seen too many lens changes to count, has had 4 sensor cleaning in the last 2 years and the sensor has never been that bad, not even close.

If you are within the exchange period where you bought it I would try and exchange it. If not it will be fixed under warranty by Nikon, but you will likely have to pay for shipping.
