I usually start here and it works pretty good for most of my night work:
Aperture f/2.8
ISO 3200
White balance 3850 - seems to give the most natural looking sky
Shutter speed - on a dark night (new moon) go as long as you can to draw in more stars but don't exceed the rule of 500 max, I'm usually at 30 seconds. Partial moon to full moon can be anywhere from 4 - 15 seconds.
