If you can see the spots in the (optical) viewfinder, it is not physically possible for them to be on the camera sensor.

They could be within the prism housing or eyepiece, or (more likely) on the reflex mirror or the focusing screen above it. Remove the lens and try a rocket blower (gently...!) there.
