That is correct. The off switch is for locking controls only. DSLRs don't have a power off switch. The power consumption is very low when LCD and meter are off. Turning the switch off does not change the power usage. So as far as power usage goes you could just as well leave the camera on all the time, except you may accidentally activate some functions when handling or stowing the camera.
