Excuse me for butting in, and this may be already obvious, but might be worth mentioning.

In addition to being sure that "S" rather than "Auto" is selected via the front command dial as Brian pointed out, also check that the focus selector lock on the back of the camera is rotated to "•" and not "L."

Also, you will not be able to move the focus point unless the meter is active, so be sure to half press the shutter before trying to do so.
