What frame, the magnesium shell or the thin aluminum bulkhead that most interior sub-assemblies are attached to?
It does not make sense to claim the camers is not repairable if a frame part is broken. The protection layer which is intended to absorb the worse of a fall is a full cast magnesium frame the is removed for just about any internal repairs so I really doubt that that broken, and common removed in typical repairs, can't be replaced. It is either in a long series of rants against Nikon by Hogan or a change in policy in what constitutes a right off. They can either spend a lot of time replacing the metal frame, whatever he is referring to, or sell a new camera and recent policies point to Nikon adopting a sales volume at all cost philosophy.
Nikon, if any of those stores are true, might be stocking less mechanical assemblies of cases and sub-chassis so they say it can't be repaired, as an easy way to clear the backlog of repairs.
I have read a number of fall accidents causing damage here on Nikonians but they range over the entire product line, not some spike in major damage of D800s in greater proportion than other models or brands.
