The d7000 is a worthy upgrade if you want to stay with DX. The low light performance is truly impressive. Is it on par with the d700? Most would say no, but it is not far off up to ISO 3200 imo. When you take into account the extra megapixels and the pixel density it is quite amazing. Another benefit to staying with the d7000 is it is smaller and lighter than the d700 (at least that is an advantage in my opinion).
I don't agree with the suggestion that the d7000 is harder to use than the d90. I should know, I moved from the d90 to the d7000. I have not adjusted my shooting style and I am getting tack sharp photos on the d7000. The fine detail resolution is amazing and when treated right, I find my results are sharper than the d90.
Another big plus for the d7000 is the AF system, it is great, much better than the d90 and as good as the CAM3500dx with less AF points.
