The 16-85 is a very good lens, and if you can afford it, I would suggest getting that right up front. If you were to get the 18-55 now, and want to upgrade later, I don't think you will get much out of selling or trading in the 18-55.

If you want to go wider, you could keep your existing lenses and add a super wide 10-24 or 12-24 Nikkor, Sigma 10-20 or 8-16 or Tamron 11-16.

That said, it all depends on your budget and what other items you may want.
