For an exposure of that length you set the shutter to B or bulb.

If you are shooting manual mode, I see no need to cover the viewfinder during the exposure. That only applies if you are using some form of auto exposure where the meter is fooled by light coming in the viewfinder.

It depends on what you are shooting and what you hope to accomplish. Are you trying to blur water?
