If you are talking really inexpensive and non-archival == then check out Target. They have simple black or white wood frames which are clean looking and very well priced. Also, for high quality at good prices there's A.I.Friedman if you want to order on line. http://www.aifriedman.com/browse.cfm/picture-frames/2,3.html 60% off list prices.
There's also always Ikea if you are near one. Can't get less expensive.
