General color correction and grading is possible in Premier Elements. Masking is also possible, but only of the most rudimentary kind that I don't find to be of any use. Shaped masking that follows the subject isn't possible. The corrections that you appear to have made in your example can be done with Premier Elements.
By the way, if you use the on-line videos at the Adobe website, and keep the instruction PDF open while you work, you can probably learn to use Premier Elements in three or four hours.
