They are generally called Tripod Leg Wraps.

The Nikonians Photo Pro Shop sells them here.

Many people will just use pip insolation wrapped with cloth tape or duct tape.

I use the rubber tape made for bicycle handle bars. It does not provide as much padding as Leg Wraps or pipe insulation but it does protect the legs from scratches and it makes the leg less cold to the touch.
