Yes for number 2. That plastic piece is actually a low angle adapter for use when you want to use the 3001 as a ground level tripod with the legs completely flattened out.

Otherwise, I would recommend retaining the center column in the tripod. Though an extended center column is not as stable as a tripod without a column, the 3001 is not a very tall tripod, so the column can come in handy in hands-free situations where you are still using higher shutter speeds.
