I had not even heard of a horusbennu tripod & fx-45q ballhead until your post. That said, from what I could find appears the fx-45q ball head is a knock off of the Markins Q10. Try loosening the Torque Limit Dial on the Friction Control Knob.
If that doesn't work, I suspect the root cause of the problem is a result of one or more of the following: Poor Materials and workmanship, Cutting corners to minimize the price, etc....
