Welcome to Nikonians, Lerb! Congrats on the SB28, great flash, I have two.

Well, yes and no. A flash picture is really two exposures: (1) ambient light and (2) the flash burst.

If I recall correctly, the FE2 can max sync at 1/250s but should be able to sync at any speed below that. So you can set 1/60s and go from there, given reasonable exposure (shutter speed and aperture) for a given film speed, you should be okay. Indeed, with my automatic film cameras (N70, N80, F100) most of my indoor and outdoor balanced fill flash images are 1/60s at f/5.6 or f/8 with my SB28. The only time I have issue is in bright light with fast (over ISO 400) film where I might get a HI reading (meaning over exposure).

With your FE2 you should get flash ready signals and the over or under exposure signals. I can research a bit more just ask.
