The SB-28 was made for film cameras. In TTL mode, set the camera's shutter speed to anything at or below the maximum sync speed (1/250) and choose an aperture. The camera/flash TTL system will take care of the exposure. The SB-28 doesn't work in TTL mode on digital cameras, only in manual (M) or auto (A) flash mode.

I'm not sure what the FE2 will set the shutter speed at when using flash with Aperture Priority mode, probably 1/250, but in manual exposure mode you can set the shutter speed as described above.
